being born of the water is being Baptized in full emersion in the name of Jesus Christ for the remission of sins in accordance with Acts2:38. Being born again of the Spirit is receiving the gift of the Holy Ghost with the evidence of speaking in other tongues as the Spirit of God gives the utterance in accordance with Acts2:4
