I have been to this church for Sacrament of Reconciliation twice, arriving at least 30 minutes prior to the scheduled start time. When the priest arrived, he made the announcement to the awaiting people that confessions would only be heard in Spanish. I realize that El Paso has a strong Spanish presence; however, that does not permit the priests to refuse to administer the sacraments in English. In the United States, English is still considered to be the vernacular. The Second Vatican Council requires that all sacraments be able to be administered in the vernacular. I know that both priests speak English because I heard them say Mass in English. This was done by both priests.
